As you must be knowing that Windows 8.1 will be available to all the users by November and this is the latest OS version of Windows 8. As Windows 8.1 development is in progress, so we don't have the exact timing of the release for Windows 8.1 RTM.
In addition to the availability for both MSDN & TechNet subscriptions, Microsoft announced that Windows 8.1 is now available for Technical Preview (TP) for all consumers under the Windows 8.1 TP download page. The windows 8.1 TP is initially only available for the “32-bit PC” and “64-bit PC” versions. We will update the link once the full link is available.

Microsoft has released the RTM version after a huge gap of more than 6 months after the release of Windows 8.1. The RTM version is anticipated to release in October 2013 and the full version expected to arrive in the middle of 2014.
The new features of Windows 8.1 will be available when the RTM version is released, which will be in the middle of October 2013.
Once the RTM version is released, the update will be offered to all users running Windows 8.1. The upgrade process will require a clean install of the system.
